Executive Director, Workforce Development
DEPARTMENT : President
PAY RANGE: $85,000 - $100,000 depending on experience, 12 mos. per year, benefit-eligible

SUMMARY
The Executive Director provides leadership and oversight of comprehensive workforce development services in alignment with local, state, and national strategies.
ESSENTIAL FUNCTIONS
- Leads in the planning, development, and coordination of all workforce development efforts for the College. Networks with schools, businesses, and community partners on workforce trends and economic development efforts; evaluates and makes recommendation for the College’s role in meeting needs.
- Oversees the Trades and Industrial Arts, Continuing Education, Apprenticeship, and Workforce programs. Provides leadership, mentors, and supervises staff; motivates and empowers staff to create environments that promote innovation; sets standards for delivering quality education
- Partners with stakeholders to identify outcomes and objectives for programs to meet workforce development needs. Plans, implements, oversees the development of new programs that match the identified workforce development needs and economic development initiatives.
- Builds strong relationships with community; strengthen workforce abilities through skill-based education and training; increases regional awareness of career opportunities in programs available at the college.
- Evaluates opportunities, assists with instructional initiatives, including new programs development and revision of existing programs and curriculum to meet the changing needs of students and area businesses.
- Reviews quality standards pertaining to course development and delivery, collaborating with subject matter experts as needed.
- Represents the president with workforce development partners for local, state, regional and national meetings and events.
- Identifies and pursues grants, funding, and opportunities to support workforce development. Serves on the Perkins grant committee.
- Oversees the college’s coordination with outside entities and organizations regarding work experience, apprenticeship, and internship opportunities.
- Ensures progress toward meeting departmental and college mission and goals and special projects; advises and participates in institutional planning; coordinates areas of responsibility in support of the College’s strategic plan.
- Establishes relationships and outreach to the community, employers, and schools to increase awareness and develop pathways to college success in career and technical fields.
- Establishes and maintains strong collegial relationships and networks with staff, faculty, administrators, and community members
- Establishes and maintains strong advisory committees.
- Participates actively and with initiative in continuous improvement efforts to provide efficient and quality services; leads the review of processes; conducts or manages reports.
- Maintains up-to-date knowledge of current practices and trends in higher education, workforce and economic trends related to career and technical education. Promotes excellence and best practices.
- Serves on or leads college-wide committees
- Other duties as assigned
- Reports to the President.
MINIMUM QUALIFICATIONS
- Master’s degree in education, career and technical education, or closely related field; AND,
- Five years’ experience working with business, industry, and community workforces; AND,
- Five years’ experience in a role working with higher education and/or K-12 doing instructional programming.
PREFERRED QUALIFICATIONS
- Experience teaching in higher education or K-12 A minimum of three year’s classroom teaching experience;
- Comprehensive knowledge of the role and mission of community colleges
- Comprehensive knowledge of career and technical education delivery
KNOWLEDGE, SKILLS, AND ABILIITES
- Ability and willingness to serve as a representative for the College by interacting appropriately with the public, donors, students, potential students and College community
- Ability to work within policies and procedures of FVCC
- Demonstrated knowledge and experience with instructional programs and assessments.
- Working knowledge of use of technology and software in a learning environment
- Ability to maintain effective and positive professional relationships with staff, students, and public
- Ability to follow and issue directions
- Demonstrated communication and interpersonal skills
- Ability to work effectively with people from a variety of culturally diverse backgrounds
- Demonstrated ability to lead multiple departments and employee groups
- Ability to maintain regular and acceptable attendance levels
- Ability to maintain a high degree of confidentiality
- Ability to successfully pass a criminal background check
- Ability to respond in the event of an emergency
- This is a Medium Duty job, according to the Selected Characteristics of Occupations Defined in the Revised Dictionary of Occupational Titles, U.S. Department of Labor and Industry. Medium Duty involves exertion of 20-50 pounds of force occasionally, and/or 10-25 pounds frequently, and/or up to 10 pounds continuously to move objects.
