POSITION DESCRIPTION The American Political Science Association (APSA) seeks candidates for the position of Associate Director, Human Resources. The Associate Director works closely with the Deputy and the Executive Director to ensure that APSA meets the highest standards in making the Association a desirable place to work, and positions employees individually and collectively to meet the vision, mission, values, and objectives of the Association. To that end, the Associate Director will be an outstanding strategic thinker and serve as a thought partner with the Executive Director and Deputy Director to ensure that human resources policies and procedures promote best practices; and foster an organizational culture that welcomes and promotes diversity, equity, and inclusion, and respect, including actively dismantling those practices and processes that uphold systemic racism and inequity.

SUPERVISORY RESPONSIBILITIES None
Advise the executive director, deputy director, and other key members of senior management team on overall strategic human resource initiatives. Updates senior management team on matters related to onboarding, recruitment and retention, employee relations, and HR programs and services. Foster a sense of belonging, engagement, and excellence across all departments and teams. Continuously work to support and facilitate an environment in which staff continue to take initiative, provide feedback and collaborate based on mutual respect in service to the association’s mission, vision, values, and objectives of supporting political science in their research, teaching, and professional and public service.
Develop programs and strategies to recognize staff achievements and contributions, provide opportunities for teambuilding, and boost morale and well-being. Work with directors and managers across the Association’s staff to foster the highest standards of management and leadership. Collaborates with the executive director, deputy director, the Director of Finance and Administration, and other staff to manage the transition from fully remote work into ‘hybrid’ remote/in person arrangements in a renovated office space, in a manner that is in accordance with COVID health and safety guidelines while also fostering an environment of collaboration and collegiality. Manage leave of absence policies/process and ensure compliance with local and federal regulations. Research and implement appropriate HR systems; leverage technology to provide visible and easily accessible information for employees, and supports efficient and effective management of HR information and data.
Collaborates with Director of Finance and Administration to review and develop benefits programs that support the recruitment and retention of staff. Retains personnel files in confidential manner and maintains filing and employee record retrieval system for past and current employees. Oversees and facilitates onboarding process for new employees to ensure a smooth and welcoming introduction to the organization. Researches and reviews HR practices and policies, assessing and analyzing the extent to which they support or hinder the Association’s diversity, equity, and inclusion goals, including their application to the strategic plan. Drafts and implements fair, equitable, and bias-free recruiting and hiring strategies to attract key talent from diverse backgrounds. Organize and implement regular professional development seminar series and trainings for staff. Periodically review and update the employee handbook. Maintains knowledge of HR trends and best practices, regulatory changes, new technologies in human resources, talent management, and employment law, including diversity related issues; applies this knowledge to communicate changes in policy, practice, and resources to senior management. Adapting to COVID Develop and implement strategies for compliance with health and safety guidelines in accordance with DC Health, OSHA, and CDC requirements and/or recommendations, including a phased return to the physical offices in Dupont Circle. Review remote working policy and support and best office use design for returning staff. Collaborates with the Director of Finance and Administration, Executive Director, and Deputy Director to ensure COVID policies and procedures are communicated to employees.
ESSENTIAL SKILLS & EXPERIENCE Bachelor’s degree required, Master’s degree in Human Resources or related field preferred. Minimum of five years of Human Resources experience required, experience in a not for profit setting helpful. Minimum of two years’ experience implementing diversity, equity, and inclusion initiatives strongly preferred. Experience in office operations. Sound judgment and excellent analytical skills. Strong organization skills and high degree of attention to detail. Strong interpersonal and excellent written and oral presentation skills. Must be service oriented, diplomatic, confidential, flexible, and resourceful. Ability to act quickly and appropriately in a fast-paced environment. SHRM-CP or SHRM-SCP preferred.
